Player Eligibility (IMPORTANT!)
- For the 7U, 8U and 9U teams, players are eligible for consideration if they were registered and played during the Moorpark Little League 2025 Spring Season.
- For the 10U, 11U, Majors, Intermediate and Juniors District Teams, players are only eligible for post season tournament play if they participate in at least 50% of the regular season games, or are granted a waiver by the district administrator. (Typically, this is only approved if the waiver is for injury).
How are Managers Selected?
Regular-season Managers are eligible to self-nominate. Managers can coach down from regular season, but not up. (eg. A Majors manager can submit to manage the 10U team, but a AA manager may not submit to manage the 12U team unless an exception is approved by the Moorpark Little League Board of Directors).
The Moorpark Little League Board of Directors votes for each team by blind ballot, with a simple majority deciding the outcome. The League President notifies nominees of the results and preparations begin.
How are Teams Selected?
Moorpark Little League starts preparing for All Stars during the Spring season. The division managers hold round-table discussions to identify and discuss potential All Stars. An All Star registration program is opened on MpLL website, where parents/players must register to confirm their interest in participating on an All-Star team. Board Members and Managers may also speak with parents to encourage submitting nominations. In addition to the round-table discussions, prospective All-Star managers are encouraged to communicate with regular season coaches and do any necessary 'scouting' during Spring
season games.
Once the registration window closes, the designated MpLL Player Agent for each division will share the All-Star interest list with the division Managers. The Managers then vote to select the players they believe will best represent Moorpark Little. The All-Star Managers will then meet for the All-Star Draft, one team at a time, starting with Juniors down to 7U.
For District rosters: The first 9 players are selected based upon the division managers votes. The remaining players (generally 3 to 5) will be selected at the discretion of the All Star manager. This allows the All Star manager the flexibility and ability to choose the players needed in order to execute their strategy, such as ensuring there is sufficient pitching depth on the team. All-Star teams will be announced at the end of the regular Spring Season.
Please note: ONLY Players selected to the teams will be notified, no further communication will be sent.

What’s Involved in All Stars?
- More intensive, focused practice time on and off the field (starts immediately after end of season tournament)
- Practices and Scrimmages will run several times a week during school year; daily once school ends.
- Players should spend time with each other outside of practice throwing, catching
- Family social events with all MPLL All Stars and with individual All Star teams
- Possible Practice Tournaments (Manager choice) and scrimmages
- All Star Tournaments
- Attendance and Cost
Attendance is expected at practices and games!
The goal for Moorpark Little League is to field the most competitive All-Star teams at the division level. However, we don't want to discourage those deserving players and families that schedule family vacations early in the summer, or don't have 100% availability at practice from participating.
7U, 8U and 9U All-Star teams do not play in the District tournaments. Their tournaments start earlier in the summer, so early summer availability is essential for non-District teams.
- Accurate and honest planned vacations and player availability should be listed on the player nomination form.
- Players do need to be able attend as many practices as possible and need to be available for the tournament games.
- Costs for 2025 All-Stars will be $150. This includes a practice shirt, hat, team uniform, and All Star tournament play. Additional tournaments (for 7U, 8U and 9U are highly encouraged – Average cost is between $35 and $50 per player, per tournament)
- No child will be turned away for financial reasons
- Practice tournaments are not sponsored by MPLL and families cover the cost of those experiences
Paperwork Requirements
For players selected to an All-Star team, parents/guardians will need to immediately provide the following upon request:
- Original or Certified copy of Birth Certificate for age verification
- School Enrollment Form for address verification. This is the easiest form of address verification, but other options are available for players who go to school outside of Moorpark (or are home-schooled). Note that address verification documents that are on file from previous All-Star tournaments may be carried forward to this year.
- Medical Release Form
Playing Time in District Tournaments (IMPORTANT)
The rules during All-Star tounrament play are different than the rules employed during the Little League spring season.
Playing time is NOT equal.
- Kids will get most of their playing time during practices - this is the time when all players participate equally.
- In All-Star tournament play, a continuous batting order is used. This means that while the full roster of 12-14 players bat, defensive playing time is NOT guaranteed.
- All-Stars is about fielding the strongest, most competitive teams, with the best chance of winning. Every player will fill a crucial role on the team, although that may not result in significant playing time during tournament games.
- Your child may be playing new positions for the first time.
Do:
- Celebrate making the All-Star team. It’s a privilege and a big deal that many players don't get the opportunity to experience!
- Encourage your player to work hard for the team in practice and games
- Remind your player that the majority of the player development during All-Stars happens during practices and scrimmages.
- Provide support during the learning curve of playing a new position
- A positive attitude from parents goes a long, long way towards helping the team.
- Let the coaches coach!
Don't:
- Complain in front of players or coaches.
- Assume your player’s role on a team.
- Lobby managers for more playing time or to play at certain positions.
- Criticize managers, players, or other parents
To be considered for All-Stars, please complete and submit your All-Star registration form by Monday, May 5th.
